Remodeling in Premium Zones Is Different
A homeowner in La Lagunita called us one Monday at 7 AM: “The condominium board stopped my project. They say I don’t have permission.” He had already been demolishing for three weeks. He had to stop everything, process permits (4 weeks), and pay an $800 fine.
In premium zones of Caracas and Carabobo — La Lagunita, Country Club, Campo Alegre, La Castellana, Altamira, Alto Hatillo, Los Naranjos, Prados del Este, Guataparo, El Viñedo, Prebo, El Parral, Mañongo, and Valles de Camoruco — remodeling rules are significantly stricter than in the rest of the city.
They are not whims. They are condominium and urbanization regulations designed to protect property values. Ignoring them costs time, money, and relationships with neighbors.
After 20 years remodeling in these zones, here are the 7 mistakes we see repeated over and over.

Mistake 1: Starting Without Condominium Board Authorization
The problem: In 90% of premium buildings and urbanizations, any work requires written authorization from the board. It doesn’t matter if it’s “just painting.”
What they typically require:
- Formal application with description of work
- Plan or sketch of the intervention
- Contractor data (RIF, insurance)
- Estimated timeline
- Security deposit ($500-$2,000)
- Liability insurance ($200-$500)
The cost of ignoring it:
- Immediate work stoppage
- Fine: $300-$1,500 (depending on regulations)
- Forfeiture of deposit
- Possible lawsuit if there is damage to common areas
The solution: Before signing a contract with any company, request the authorization. A company experienced in premium zones (like ReformaT) helps you prepare the documentation.
Mistake 2: Not Respecting Hours and Access Rules
The problem: In La Lagunita, Country Club, Alto Hatillo, and similar areas, work hours are:
- Monday to Friday: 8:00 AM - 5:00 PM
- Saturdays: 8:00 AM - 12:00 PM (some prohibit Saturdays)
- Sundays and holidays: prohibited
In addition, workers must enter through specific service entrances, wear uniforms, and carry credentials.
The cost of ignoring it:
- Formal neighbor complaints (3 complaints = work stoppage)
- Prohibition of access for personnel
- Progressive fines ($100 per infraction)
The solution: Plan the schedule using only business days. An 8-week project becomes 10 if you only work Monday-Friday. Budget extra time.
Mistake 3: Underestimating Material and Debris Logistics
The problem: In buildings in Altamira and La Castellana:
- The service elevator has limited hours (usually 8 AM - 3 PM)
- It must be protected with wood and plastic (cost: $100-$300)
- Debris must be lowered in bags, not through chutes
- The material truck cannot park on the street (traffic fine)
In houses in La Lagunita or Guataparo:
- Streets are narrow and steep
- Large trucks cannot access
- A 350 or smaller truck is required
The cost of ignoring it:
- $200-$600 extra for elevator protection
- $150-$400 for manual debris hauling
- Traffic fines: $50-$200
- Delays: 1-2 weeks if the elevator is reserved by another resident
The solution: During the technical visit, verify access, elevator, and debris regulations. Include everything in the budget from day one.
Mistake 4: Modifying the Facade Without Permission
The problem: In Campo Alegre, La Castellana, and Country Club, many buildings have facade uniformity rules. You cannot:
- Change the color of exterior walls
- Modify windows or balconies
- Install visible grilles or protections
- Place air conditioning units on the facade
In gated communities (La Lagunita, Alto Hatillo, Prados del Este), neighborhood association rules also regulate:
- Exterior paint color
- Type of perimeter fence or wall
- Maximum building height
- Percentage of green area
The cost of ignoring it:
- Restoration order (demolish what was done + rebuild original)
- Fine: $500-$3,000
- Lawsuit from the neighborhood association
The solution: Consult the facade regulations before designing. If you want to change something, present the proposal to the board with renders and wait for written approval.
Mistake 5: Not Contracting Liability Insurance
The problem: In premium buildings, a leak to the apartment below, damage to the elevator, or a worker accident can generate claims of $10,000-$50,000+.
What liability insurance for remodeling covers:
- Damage to third parties (neighbors, common areas)
- Workplace accidents of personnel
- Damage to the building structure
- Employer liability
Cost: $200-$500 per project (depending on scope and duration).
The cost of not having it: A single incident can cost 20-100x more than the policy.
The solution: Require your contractor to have a current policy. If they don’t, buy one yourself. It is the cheapest investment with the greatest protection.
Mistake 6: Choosing Materials Without Considering Building Rules
The problem: Some premium buildings have specific restrictions:
- Prohibition of wooden floors on certain levels (fire risk)
- Weight limitations on slabs (no 3 cm marble on upper floors)
- Prohibition of gas (electric only)
- Sound insulation standards between floors
In houses in gated communities:
- Facade material restrictions (only stone, brick, or plaster)
- Prohibition of visible zinc roofs
- Landscaping standards (percentage of green area)
The cost of ignoring it:
- Removal of installed material: $500-$2,000
- Purchase of the correct material: full additional cost
- Delay: 2-4 weeks
The solution: Request the technical regulations of the building/urbanization before buying materials. A company experienced in the zone already knows these rules.
Mistake 7: Not Planning Coexistence During Construction
The problem: In premium zones, neighbors are sensitive to noise, dust, and the presence of workers. A full remodel generates:
- Demolition noise (70-90 dB) for 1-2 weeks
- Dust that filters into neighboring apartments
- Workers in common areas
- Trucks blocking access
The cost of ignoring it:
- Formal complaints → pressure on the board → work stoppage
- Deterioration of neighbor relations (you live there after the work)
- Possible lawsuits for nuisance
The solution:
- Informational sign in the lobby with dates, hours, and contact of the person in charge
- Protection of common areas: plastic in hallways, wood in elevator
- Daily cleaning of common areas (include in budget: $10-$20/day)
- Proactive communication: notify immediate neighbors before starting
- Strict hours: never start before 8 AM, never finish after 5 PM
Bonus: The Mistake Nobody Mentions
Not verifying the building’s electrical capacity.
In buildings in Altamira, La Castellana, and Campo Alegre built before 2000, the electrical capacity per apartment is 110V/60A. A modern kitchen with electric oven, induction cooktop, and microwave may require 220V/100A.
If the building doesn’t have capacity, you will need:
- Load increase from Corpoelec ($300-$800)
- New wiring from the main panel ($500-$1,500)
- Board approval (because it affects common infrastructure)
This can add 4-6 weeks to the schedule if not anticipated from the beginning.
